Should an 11 week old kitten with 2nd to 3rd degree burns on a third of it's body be started on a course of antibiotics immediately?

Not necessarily. Be guided by your veterinary surgeon who can asses the degree of infection, if any.
This kitten has been very badly injured, and must have suffered terribly.
It will require a great deal of TLC if it is to survive.
