The veterinary graduate costs more to produce than any other. Medical students get their patients to work on for free - veterinary students have to have theirs - horses, cattle, sheep, pigs, etc - bought for them by their veterinary school.
Even at the tuition fees charged today by university veterinary schools the state provides a lot of financial help.
Sadly, the days of free tertiary education are past now that so many perople go to college after leaving school.
